Scientific Project Officer
Ruslan Lukach, PhD is a scientific project officer at the Joint Research Centre of European Commission. He specializes on analysis of European industrial competitiveness and assessment of regulatory impacts.
Prior to joining the JRC, Ruslan worked in Brussels as a senior consultant at IDEA Consult in the field of competitiveness and innovation, and as an expert in quantitative analysis. From 2007 to 2010 he worked as an economist at the CPB Netherlands Bureau for Economic Policy Analysis of the Dutch Ministry of Economic Affairs, in projects related to analysis and evaluation of innovation policies and public R&D investment projects. Also during that time, as a guest professor, he taught quantitative analysis methods at the University of Antwerp.
Ruslan holds a PhD in Applied Economics from the University of Antwerp (strategic R&D investment in firms) and a Master degree in Economics from Kansas State University (construction and analysis of leading economic indicators).
